Subsidized Programs Information

The Subsidized Programs are for families who meet the income and family size criteria established by the California Department of Social Services and the California Department of Education – Child Development Division. The following are the different types of Subsidized Programs available to families in Los Angeles County.


General AP Program – The General AP Program provides child care and development services for children from birth through the age of 12 in low-income (non-welfare) families and those at risk of abuse or neglect. (Funded by the California Department of Education.)


CalWORKs Stage 1 Program – For parents who are new to welfare to work programs and/or have unstable work or school arrangements. (Funded by the California Department of Social services through the Los Angeles County Department of Public and Social Services.)


CalWORKs Stage 2 Program– Stage 2 begins after six months in CalWORKs, or when the family’s work and child care is stable. Families may be employed and/or in education training. May remain in this stage up to 24 months. (Funded by the California Department of Education.)


CalWORKs Stage 3 Program– Stage 3 begins when a former CalWORKs family has reached the end of their two-year eligibility for Stage 2. Separate funding may also be available under this stage for working poor families who may have never received CalWORKs assistance. (Funded by the California Department of Education.)


There are 13 AP agencies in Los Angeles County that administer these Subsidized Programs.
